Regulation Often Favours the Prepared Player
Who gains when a municipality publishes a new general valuation roll? Mostly the owners who already knew what their property is. The roll comes with a limited period for inspection and objection, and that period favours anyone who can check an entry quickly. An owner with the title deed at hand knows the true size of the stand, and one who kept the approved plans knows that the room listed as a bedroom is a storeroom. If they have also noticed what similar homes on the street sold for, they have the start of an argument, and they can lodge an objection with evidence before the window shuts.
The owner who hears about the roll from a neighbour after the window has closed may be paying rates on the wrong figure for years. Most rules land this way. The same requirement falls on everyone, and it costs very little to people whose records were in order before it arrived and a good deal to those who were counting on nobody checking.
