Dispatch #255

A registry delay repeated is a system, not an accident.

21 October 2026 · Sipho Mahayi, principal property practitioner

Repeated registry delays are not accidents. When transfers keep running late at the same point, the cause is almost always in the steps before lodgement, because a deed can only enter the Deeds Office once everything feeding into it is ready. A conveyancer has to gather the rates clearance certificate from the municipality, cancellation figures from the seller's bank, guarantees from the buyer's bank and whatever compliance certificates the sale agreement calls for. Each comes from a different office with its own pace. If the municipality in a particular town reliably takes weeks to issue clearance figures, every transfer in that town stalls at the same stage, and each stall looks like bad luck on its own.

That is a system, and a system is predictable, which means it can be planned for. A conveyancer who knows the pattern applies for clearance figures as soon as the instruction arrives instead of waiting for the bank. An agent who knows it gives the buyer a realistic occupation date instead of a hopeful one. Calling it an accident feels kinder, because it blames nobody. It also books the next delay in exactly the same place.
