Dispatch #035

Authority Is Often Nothing More Than Predictability

15 March 2026 · Sipho Mahayi, principal property practitioner

Why do people pay one municipal bill without complaint and fight another of the same size? Usually because the first one behaves the same way every month. A household whose meter is read on schedule sees an account that moves with its own usage, and even when the total stings, the logic is visible. A household whose meter has been estimated for months gets a low bill, then another, then a catch up that lands all at once, and from that day it doubts every line on the statement.

The doubt spreads further than the water. Rates are calculated from the municipal valuation of the property and have nothing to do with the meter, yet they get disputed alongside it because the whole account now feels unreliable. Queries pile up at the municipal office, payments slow down, and the money that would have paid for proper meter reading arrives late. A body corporate sending out levy statements, or a landlord charging tenants for water, runs on the same mechanism on a smaller scale. An account that surprises people gets argued with, whatever it says.
