The Quiet Cost of Almost

7 May 2026 · Sipho Mahayi, principal property practitioner

An unfinished sign off is building work completed on site but never closed on paper: plans submitted and not approved, wiring installed and never certified, a room the municipality does not know exists. It can sit unnoticed for years. The family uses the extra bedroom, the new bathroom gets used every morning, and the job feels done because, physically, it is.

The paper catches up at the sale. The buyer's bank sends a valuer who finds a house larger than the plans on record. The conveyancer asks for an electrical certificate of compliance, and the electrician who inspects finds circuits nobody certified. Now the seller is paying to have plans drawn and submitted, waiting on the municipality, and paying for the wiring to be brought up to standard, all while a buyer waits with a moving date. Every one of those steps would have been cheaper while the builder was still on site. Left open, the sign off gets collected later and at a higher price, at the very moment someone else's plans depend on it.
